Twin River Valley Basketball Conference Participation Rules
1. League commitments must be made by September 25th for girls and December 1st for boys so that schedules may be developed. Click here to register your team.
2. Actual games begin the third weekend of October for girls and end before the Christmas holidays. For boys, the actual games begin the first weekend of January and end the first weekend in March. Games will be scheduled on Saturdays/Sundays with input from coaches. No games before 1:00 PM on Sundays. Weekdays should be used as a last resort.
3. ALL players must live in and/or be enrolled in the school district for which they play. League officials MUST approve any exceptions to this.
a. players registered in the Twin River league may play for one Twin River league team only with the following exception: 5th/6th/7th graders may play on one additional Twin River league team at a higher grade level. NO player can play in a grade level below his or her current grade level. League directors must approve any exceptions.
b. while the Twin River league has no rules governing the participation of players in other leagues/sports activities, teams are forewarned that missing players due to other leagues/sports is NOT grounds for rescheduling.
4. The league entry fee is $200 PLUS a $50 refundable deposit (total of $250) which MUST be paid by October 15th for girls and January 1st for boys. A $50 discount is available to teams paying prior to the deadline. A completed roster must accompany team fees. Click here to submit your team roster.
5. The league deposit will be refunded at the conclusion of the conference tournament provided teams have fulfilled their responsibilities:
a. all fees and fines are paid in full and on time
b. your team played ALL league/tournament games and your team did not bear the responsibility for any forfeits
c. your team entered ALL home game scores onto the league web site each week
d. your team provided adult officials with MS or HS experience for ALL home games. Scorers and timers MUST be at least HS age.
6. Twin River League games MUST take priority over other leagues and/or tournaments. The following guidelines apply:
a. league games MUST be played during the week they are scheduled (weather permitting). The “week” is defined as five days prior to, and including, game day.
b. teams do have the flexibility to reschedule Saturday to Sunday or vice versa or to a day of the “week” prior to game day or change the time of games. Rescheduling must be by mutual consent.
c. games rescheduled to a different weekend for reasons other than the weather MUST have the permission of the league and be made up within two weeks by mutual consent. Requests such as playing in other leagues and/or tournaments will be labeled as “unexcused.” Special consideration will be given to school activities and extraordinary events.
d. teams going ahead with the rescheduling of a game labeled as “unexcused” MUST pay a $50 fine to the league to enable the team left without a game to hire officials in order to secure a game for that scheduled date. The fine MUST be paid by the scheduled date.
e. failure to make up games will result in a forfeit.
f. coaches responsible for the forfeit of a game will be placed on a one-year probation.
g. coaches responsible for more than one forfeit of games will be banned from further participation in the league.
7. Coaches are empowered to make responsible decisions concerning rescheduling games because of weather conditions. Travel safety of all participants should be of prime importance. Every effort should be made to make up these games as soon as possible.
8. Teams are permitted to charge an admission to league games. Any charge MUST be for adults only and MUST apply to both the home and visiting teams.
9. A conference tournament will follow the regular season for both boys and girls and involve ALL league teams at no added cost. The following guidelines apply:
a. tournament seeding will occur one week prior to the final regular season game
b. priority will be given to teams who have played all games to that point
c. seeding will be based on win/loss records as well as strength of schedules. (Points will be awarded for wins/losses to teams with records of above 500 or 500 or below.)
d. if tied, head to head competition will determine seeding
e. if still tied, a coin flip will determine seeding
10. Regular season team awards as well as conference tournament awards for first and second places will be awarded at the conference tournament for each division at each grade level.
11. The conference tournament admission prices shall be: adults=$4; students=$2; 5 & under FREE. Up to two registered coaches and ALL players will be admitted FREE.
12. Teams are responsible for the behavior of their fans. Inappropriate behavior or harassment of officials, coaches, or players can result in the forfeiture of a game. League officials reserve the right to ban fans from attending games for displaying inappropriate behavior.
13. League officials also reserve the right to end the participation of any team at any time for violation of league rules or for inappropriate behaviors of coaches, players and/or fans.
14. Teams retain the right to appeal any league rule violation to league officials. In such cases, the league officials will be the FINAL binding decision. Game decisions by officials cannot be appealed.

Twin River Valley Basketball Conference Game Rules
1. Game sites should be open 30 minutes prior to game time with teams arriving at least 15 minutes prior to tip off time.
2. If less than five regular players are available, it is up to the coaches to decide if the game is played.
3. Games will consist of four 8-minute quarters with 1 minute between quarters.
a. the clock will stop ONLY for time outs, shooting fouls and substitutions. During a substitution, the clock will start again when the player being substituted for has left the floor.
b. the clock will stop on all whistles the last minute of the 1st, 2nd, and 3rd quarters.
c. the clock will stop on all whistles the final two minutes of the game.
d. each team will have three one-minute time outs and two 30-second time outs per game. These do NOT carry over to overtime periods.
e. during tournament play, time outs will be two one minute time outs the first half and two one minute plus one 30-second time outs the second half. Time outs will NOT carry over to each half or to overtime periods.
f. Teams shoot 1-1 free throws on the 7th team foul and 2 free throws on the 10th team foul in each half
g. halftime will be three minutes
h. the clock will continue to run once a team reaches a 20-point lead in the fourth quarter, stopping only for time outs
i. once a score reaches a 25-point margin, further scoring should NOT be put on the scoreboard, but will continue to be kept in the scorebook.
4. All overtime periods shall be played in three-minute quarters with the clock stopping for all whistles the last minute. If the score remains tied after two overtimes, the game will enter a “sudden death” (first team to score, wins). Teams will get one one-minute time out per overtime (no carryovers). This will apply to the tournament also.
5. Once a team reaches a 15-point lead, no full court or half court trapping presses will be allowed.
6. A 28.5 size basketball will be used at all levels of play.
7. All other rules shall comply with the Nebraska State High School Boys & Girls rules.
8. Good sportsmanship through example is required. The relationship between officials and coaches should be one of mutual respect.
